Notice on the Registration and Campus Competition for the 2024 Anhui Provincial College Students' Service Outsourcing Innovation and Entrepreneurship Competition (Hefei Campus)

I. Competition Objective

The competition closely aligns with the themes of a modern service-oriented economy, innovation, entrepreneurship, and wealth creation, emphasizing application orientation and industry-academia interaction. Starting from the practical application fields of human resource management, innovation and entrepreneurship, and service outsourcing, it aims to build a platform for college students to showcase their innovation and entrepreneurship abilities. The competition guides the public and young students to pay attention to the modern service industry, promotes the reform of higher education to align with the demands of emerging service industries, guides and encourages universities to strengthen the cultivation of high-end service-oriented talents, attracts enterprises to pay attention to college students, promotes talent exchange and cooperation, creates a favorable atmosphere for industrial development, and facilitates the employment and entrepreneurship of college students in the high-tech service industry.


II. Competition Format

Note: This year's process includes provincial competition registration, campus competition, provincial preliminary competition, and provincial finals. Therefore, participating teams must complete the provincial competition system registration by September 17th. Otherwise, even if they rank high in the campus competition, they cannot participate in the provincial competition.

The provincial competition is divided into preliminary and final rounds. The provincial finals include an online competition and an on-site competition. For online competitions, judges log in to the competition review system to evaluate the work, and the system automatically calculates the judges' scores. The secretariat of the competition organizing committee will arrange the on-site competition.

III. Provincial Competition Content

3.1 Provincial Preliminary Competition (only for the provincial competition, not for the campus competition)

The preliminary competition is a knowledge competition held online, with automatic question generation and scoring by the competition system.

3.1.1 Innovation and Entrepreneurship Digital Competition

Participating teams simulate the entrepreneurial process of finding partners to form a startup team to acquire resources such as currency, intellectual property, and physical assets. Through processes like market environment analysis, human resource management, product and service management, marketing management, financing management, and corporate liquidation, students experience the entrepreneurial journey and develop strategic decision-making skills. The simulation closely mirrors the natural market environment, using models such as the AARRR sales funnel, Porter's Five Forces, time cost functions, and production functions to make quick decisions and fully experience the entire process of innovation and entrepreneurship.

3.1.2 Innovation and Entrepreneurship Human Resource Management Competition

This competition focuses on the practical abilities of participating teams in team formation, human resource planning, performance management, and compensation management during the innovation and entrepreneurship process.

Based on the total number of registered participating teams, the top 60% will be selected to advance to the finals based on their preliminary competition scores.

3.2 Provincial Finals

The finals are divided into: Enterprise-Proposed Projects (Category A) and Entrepreneurial Practice (Category B). Participating teams can only choose one Category to participate in.

3.2.1 Enterprise-Proposed Projects (Category A)

Participating teams select one project from the project pool to compete. Releasing real project demands from enterprises and having universities provide response plans promotes university-enterprise cooperation and enhances industry connection. The competition topics will be announced separately through the website, QQ groups, and other channels.

Submission requirements: Solutions to enterprise-proposed projects (PDF) and a PPT presentation video (no longer than 8 minutes, MP4 format, up to 200MB).

3.2.2 Entrepreneurial Practice (Category B)

Participating teams choose their own topics to compete according to the relevant competition rules. It emphasizes entrepreneurial practice and encourages teams and projects closer to actual entrepreneurship to participate. Participating teams should have the potential for entrepreneurship and preferably have already started entrepreneurial practice and achieved specific results.

Submission requirements: Innovation and entrepreneurship planning documents (PDF) and a PPT roadshow video (no longer than 8 minutes, MP4 format, up to 200MB).


IV. Campus Competition Process

4.1 Registration and Team Formation: July 1st - September 17th

Register on the official website (fwwb.cbecbe.com), download the participation commitment form, and register as a team.

All participants (including advisors and all members of the participating projects) must register and log in to the "Lingyang" Industrial Internet Platform (www.lingyangplat.com) under the "Lingyang Technology and Production" section.

4.2 Campus Competition: Submit materials by 24:00 on September 5th. The review is expected to be completed within 5 days based on the number of entries.

The material requirements are the same as those for the provincial semi-finals, and the submission method will be announced in the campus competition QQ group 648293158.

4.3 Campus Competition Results: Announcement by September 10th

The list of teams selected to participate in the provincial competition will be announced. Teams that have passed the selection must submit a certification document stamped by the Academic Affairs Office when registering (Hefei Campus):

(1) The number of teams in Category A should not exceed 54.

(2) The number of teams in Category B should not exceed 6.

V. Competition Rules

5.1 Eligibility

Full-time undergraduate and graduate students (including 2024 graduates) with official enrollment status in Anhui higher education institutions (including undergraduate and vocational colleges), and graduates within 5 years after graduation are eligible to participate, regardless of their major.

Each school can have up to 60 participating teams in total.

For Category A (Enterprise-Proposed Projects), each school can register up to 54 teams. If a school has more than 54 teams registered in the system, it needs to organize its own campus competition to select and report 54 teams.

For Category B (Entrepreneurial Practice), each school can register up to 6 teams. Teams in Category B that have obtained qualification or recommendation through internal selection must complete the project application information in the registration system and submit a certification document stamped by the Academic Affairs Office.

5.2 Registration Eligibility and Method

Registration method: Participating team members should register on the official competition website (fwwb.cbecbe.com).

5.3 Registration Requirements

Each team can have up to 5 members, and there are no restrictions on the participants' majors or colleges. Cross-school team formation is allowed.Teams are recommended to have members with complementary skills and diverse academic backgrounds. Each student can only participate in one team, and sharing team members between different teams is not allowed.

Each team can have up to 2 advisors. Each advisor can serve as the primary advisor for no more than 2 projects and as the secondary advisor for no more than 2 projects, with no more than 4 projects. To ensure fairness and impartiality in the competition, the arbitration committee and secretariat members cannot serve as advisors for participating teams.

Team member and advisor information can be modified before the provincial competition registration deadline (September 17th). After the deadline, the registration system will be closed, and no further modifications will be allowed.

When registering, all participating schools must submit the signed original or scanned copy of the commitment form for all participants, advisors, and team leaders, and a screenshot of their registration information on the Lingyang platform to the registration system.

5.4 Announcement of Results

The list of campus competition winners will be announced in the campus competition QQ group. After the announcement is confirmed without objections, certificates will be prepared, and the results will be recorded in the second classroom system.

VI. Technical Standards

Competition entries must adhere to the following standards (this is a core distinction between this competition and other entrepreneurship competitions, so please pay close attention):

Industry orientation. The service economy, represented by modern services, is a strategic industry emphasized in China's 14th Five-Year Plan and a leading direction for national economic development. The competition is industry-oriented, aiming to promote the transformation and upgrading of the service industry, accelerate the development of modern services, and drive the transformation and development of urban industrial renewal through service innovation and entrepreneurship.

Requirement: Entries should ultimately aim to serve the industry and provide actionable solutions based on actual industry needs.

Technology orientation. With the rapid progress of informatization globally, the world's demand for information is proliferating. Information technology and services are indispensable for countries, regions, enterprises, organizations, families, and individuals. Innovation based on information technology (including the internet) is the most active and rapidly developing, and information technology has become the cornerstone supporting today's economic activities and social life.

Requirement: Entries must be implemented based on information technology or profoundly embody information technology concepts. Participants are required to use information technology or internet thinking to solve practical problems.

Application Orientation. Through creative surveys, participants are encouraged to care about and ponder over ways to improve the little things around them, guiding young students to be pragmatic, meticulous, and apply what they have learned.

Requirement: Entries should focus on "application" rather than "pure academics". Distinguishing itself from academic and skill-based competitions, emphasis is placed on starting from real-world problems.

VII. Award Settings

The school competition sets first, second, and third prizes, with award quantities accounting for at most 10%, 20%, and 30% of the participating teams, respectively.

Entries that have already won third or above in the national or first prize in the provincial competition are not eligible for repeated participation. Discovery of any related issues will result in disqualification.

VIII. About the National Competition

The national competition is named the China College Students' Service Outsourcing Innovation and Entrepreneurship Competition;

If the national competition requires a recommendation list, we will consult participation intentions based on the provincial competition rankings and form a final recommendation list for submission. No participating team may independently send a recommendation list on behalf of the school.
