Notice on Organizing the Registration and University Competition of the 2025 Anhui Provincial School Students' Service Outsourcing Innovation and Entrepreneurship Competition (Hefei Campus)

1. Competition Purpose

Closely following the theme of modern service-oriented economy and innovation, entrepreneurship and wealth creation, the competition emphasizes application orientation and industry-university interaction. Starting from the practical application field of digital trade, innovation and entrepreneurship, and service outsourcing field, it builds a platform for school students to display their innovation and entrepreneurship abilities. The competition guides the public and young students to pay attention to the modern service industry, promotes the reform of higher education to meet the development needs of the emerging service industry, and guides and promotes schools and universities to strengthen the cultivation of high-end service-oriented talents; it attracts enterprises to pay attention to young school students, promotes talent exchange and cooperation, creates a good atmosphere for industrial development, and promotes school students' employment and entrepreneurship in the high-tech service industry.

2. Competition Method

Note: The process this year is provincial competition registration - university competition - provincial competition preliminary round - provincial competition final. Therefore, all participating teams must complete the registration in the provincial competition system before September 12. Otherwise, even if the ranking in the university competition is high, they cannot participate in the provincial competition.

The provincial competition is divided into the preliminary round and the final round. The provincial competition final includes an online competition and an on-site competition. In the online competition, judges log in to the competition evaluation system to evaluate the works, and the evaluation system automatically calculates the judges' scores. The on-site competition is arranged uniformly by the secretariat of the competition organizing committee.

4. University Competition Process

4.1 Registration and Team Formation Stage: July 1 to September 12Registration Method: Participating team members log in to the official competition website (fwwb.cbecbe.com) to register.

4.2 University Competition Stage: The university competition is the same as the 5.1 provincial competition preliminary round, which is a knowledge competition held online, with questions and scores automatically generated by the competition system. The specific time and venue will be notified in the university competition QQ group.

4.3 University Competition Advancement Results: Public announcement completed before September 10Report the list of teams participating in the provincial competition. Teams selected through the selection must submit a certification document sealed by the Academic Affairs Office (Hefei Campus):

The number of selected teams shall not exceed 50.

4.4 Result Announcement

The list of award winners of the university competition will be publicized in the university competition QQ group. After the public announcement with no objection, certificates will be made and recorded in the Second Classroom.

4.5 Award Setting

The university competition sets up first, second and third prizes, and the number of award winners accounts for no more than 10%, 20% and 30% of the number of participating teams respectively.

5. Provincial Competition Content

The provincial competition is divided into the preliminary round and the final round, in which the final round includes an online competition and an on-site competition. In the online competition, judges log in to the competition evaluation system to evaluate the works, and the evaluation system automatically calculates the judges' scores; the on-site competition is arranged uniformly by the secretariat of the competition organizing committee.

5.1 Preliminary Round

The preliminary round is a knowledge competition held online, with questions and scores automatically generated by the competition system.5.1.1 Innovation and Entrepreneurship Digital Confrontation Competition Participating teams simulate the process of finding partners to form an entrepreneurial team in the entrepreneurial process to obtain entrepreneurial resources such as currency, intellectual property rights and physical objects, and experience the entrepreneurial road through processes such as market environment analysis, human resource management, product service management, marketing management, financing management and enterprise liquidation, so as to exercise strategic decision-making thinking. The simulation process is close to the real market environment, and rapid decisions are made by adopting the AARRR sales funnel model, Porter's five forces model, time cost function, production function, etc., to fully experience the whole process of innovation and entrepreneurship.5.1.2 Innovation and Entrepreneurship Digital Trade Confrontation Competition Focus on examining the processes of participating teams in digital trade team formation, digital platform management, smart logistics and warehousing, digital financial management, etc. The platform simulates the real digital trade environment, covering typical formats such as B2B, B2C, cross-border e-commerce and live broadcast platforms, enabling students to deepen their understanding of digital trade and cultivate their innovative ability and international vision.

Based on the total number of all registered participating teams, the top 60% of the participating teams are selected to advance to the final round according to the ranking of the preliminary round results.

5.2 Final Content

The final round is carried out in the way that enterprises release real project needs and participating teams provide response plans, so as to promote industry-university cooperation and industrial docking. Participating teams can choose any competition question from the enterprise propositions released by the competition organizing committee (see Appendix 7) to participate in the competition.

Submission of Works: Submit works in accordance with the requirements of the selected enterprise propositions.

6. Competition Rules

6.1 Registration Eligibility and Method

Full-time undergraduate, junior school and postgraduate students with formal school status in schools and universities in Anhui Province (including undergraduate and higher vocational schools), with no major restrictions.

The total number of participating teams in each school shall not exceed 50. Before the provincial competition registration deadline (24:00 on September 12), schools with more than 50 registered teams must organize a university competition for selection; schools with no more than 50 registered teams do not need to organize a university competition. The university competition is organized independently by each participating university, and the competition secretariat assists in using the preliminary round platform.

Registration Method: Participating team members log in to the official competition website (fwwb.cbecbe.com) to register.

6.2 Registration Requirements

Each participating team consists of 3-5 members, and the major scope and affiliated school of the participating contestants are not limited. It is recommended that participating teams select contestants with complementary abilities and diverse professional backgrounds to form teams. Each student can only participate in one team, and sharing members among different participating teams is prohibited.

Each participating team has 1-2 supervisors. Each supervisor can guide no more than 2 works as the first supervisor and no more than 2 works as the second supervisor, with a total of no more than 4 works. To ensure the fairness and impartiality of the competition, members of the arbitration committee and the secretariat shall not serve as participating supervisors.

The information of team members and supervisors can be modified before the provincial competition registration deadline (24:00 on September 12). After the registration deadline, the registration system will be closed, and the modification of team and supervisor information is not allowed.

All participating schools must submit the commitment letters of all participating contestants, supervisors and team leaders when registering. The commitment letters shall be downloaded, printed, signed, photographed and uploaded to the registration system.

7. Technical Specifications (Standards)

Competition works are required to comply with the following specifications:

(1)Industrial Orientation: The service economy represented by the modern service industry is a strategic industry focused on development in China's 14th Five-Year Plan and the leading direction of national economic development. The competition is industry-oriented, and promotes the transformation and upgrading of the service industry, accelerates the development of the modern service industry, and promotes the transformation and development of urban industrial renewal through serving innovation and entrepreneurship.

Requirement: Participating works shall aim at serving the industry in the end and provide operable solutions according to actual industrial needs.

(2)Technical Orientation: With the rapid progress of informatization worldwide, the world's demand for information is growing rapidly, and information technology and information services are indispensable for every country, region, enterprise, unit, family and individual. Innovation based on information technology (including the Internet) is the most active and developing rapidly, and information technology has become the cornerstone supporting today's economic activities and social life.

Requirement: Participating works must be realized based on information technology or deeply reflect the concept of information technology. Contestants are required to use information technology or Internet thinking to solve practical problems.

(3)Application Orientation: Through creative investigation, care about and think about how to improve the little things around them, and guide young students to be pragmatic and meticulous, and apply what they have learned.

Requirement: Participating works focus on "application" rather than "pure academic research". Different from academic and skill-based competitions, it emphasizes starting from real problems.

8. National Competition

The national competition name of this competition is the National Competition of China School Students' Service Outsourcing Innovation and Entrepreneurship Competition;

If the national competition needs to provide a recommendation list, we will consult the participation intention in turn according to the provincial competition ranking, and finally form a recommendation list to report. No participating team shall send the recommendation list in the name of the school without authorization.

Since the Entrepreneurship Practice Track (Track B) has been cancelled in the provincial competition notice this year, the Track B will not be organized for the time being.

If there is still a Track B in the national competition later, the on-campus selection competition for Track B will be organized separately according to the requirements of the national competition.
