I. Competition Introduction
The China School Students' Service Outsourcing Innovation and Entrepreneurship Competition (hereinafter referred to as the "Service Outsourcing Competition" or the "Competition") is the only national-level innovation and entrepreneurship competition in the field of service outsourcing. The first and second sessions of the Service Outsourcing Competition were named the "China School Students' Service Outsourcing Innovation and Application Competition", and it has been renamed the "China School Students' Service Outsourcing Innovation and Entrepreneurship Competition" since the third session.
The entries of the Service Outsourcing Competition shall comply with the following norms:
1. Industrial Orientation
The competition takes industry as the guide, promotes the transformation and upgrading of the service industry through service innovation and entrepreneurship, accelerates the development of the modern service industry, and promotes the transformation and development of urban industrial renewal. One of the norms for competition entries requires that the entries aim at serving the industry in the end and provide operable solutions according to the actual industrial needs.
2. Technological Orientation
The current era is the information technology era. With the rapid progress of informatization worldwide, the global demand for information is growing rapidly, and information technology and information services are indispensable for every country, region, enterprise, unit, family and individual. Innovation based on information technology (including the Internet) is the most active and developing rapidly. Information technology has become the cornerstone supporting today's economic activities and social life. Another norm for competition entries requires that the entries must be realized based on information technology or deeply reflect the concept of information technology. The competition requires participants to use information technology or Internet thinking to solve practical problems.
3. Application Orientation
The competition focuses on solving practical problems. Through creative investigation, care about and think about how to improve the little things around us, and guide young students to be pragmatic and meticulous, and apply what they have learned. The third norm for competition entries requires that the entries focus on "application" rather than "pure academic research". Different from academic and skill-based competitions, it emphasizes starting from practical problems in all aspects.
II. Track Division
The 17th Service Outsourcing Competition sets up four competition categories, namely Enterprise Proposition Category (Category A), Entrepreneurship Practice Category (Category B), OPC Maker Category (Category C) and Artificial Intelligence Special Track & 2026 Tencent KaWu Artificial Intelligence Global Open Competition (Category D).
1. Category A focuses on enterprise propositions, strengthening school-enterprise cooperation and industrial docking by means of enterprises releasing real project demands and universities providing response solutions.
2. Category B focuses on entrepreneurship practice, encouraging entrepreneurial teams and projects with maturity to participate, requiring the participating projects to have achieved certain results.
3. Category C focuses on the characteristics of the OPC model, encouraging students to complete the whole process of projects from design to market in the field of service outsourcing with the help of AI tools, and emphasizing innovation, feasibility and originality.
4. Category D is the Tencent KaWu Artificial Intelligence Global Open Competition, focusing on the real demands of artificial intelligence scenarios, relying on the leading technical base of the Tencent KaWu AI Open Research Platform, aiming to help the intellectual competition and exchange among young scientific and technological students around the world, and provide forward-looking samples for artificial intelligence to solve real scenario problems.

III. Competition Registration Process
3.1 Category A, C and D Tracks
There is no limit on the number of participating teams for the Enterprise Proposition Category (Category A), OPC Maker Category (Category C) and Artificial Intelligence Special Track & 2026 Tencent KaWu Artificial Intelligence Global Open Competition (Category D), and no university-level selection will be organized. Each participating team can directly register on the official website.
3.2 Entrepreneurship Practice Category (Category B) Track
The Category B track has a quota of 2 teams (according to the regulations of previous sessions, there are 2 quotas for each of the Hefei Campus and Xuancheng Campus; a separate notice will be issued if there are any changes). In accordance with the organizer's regulations:
1. If the number of registered teams > 2, the participation qualification must be determined by university-level selection/recommendation;
2. If the number of registered teams ≤ 2, no university-level selection/recommendation is required, and the participation qualification is automatically obtained by the registered teams.
IV. Content of the Selection Competition
Note! The selection competition only includes the Entrepreneurship Practice Category (Category B) track. Works for other tracks can be directly registered for the national competition without evaluation.
4.1 Schedule of the Selection Competition
Submission of university-level competition works, deadline: March 10. The specific time will be notified in the university-level competition QQ group.
4.2 Registration Method
1. Send the materials to the email address: 305741873@qq.com in the form required by the national competition (non-compliant form may seriously affect the scoring).
2. If the team needs to be recommended for the national competition, it must complete the registration in the national competition system and provide a screenshot.
4.3 Work Requirements
The requirements for the university-level competition are the same as those for the national competition, and the following materials need to be submitted:
1. Material 1: Project Business Plan PPT (mandatory);
2. Material 2: Business Plan (mandatory);
3. Material 3: Project Demonstration Video (mandatory);
4. Material 4: Company Profile (mandatory for established companies, within 1000 words in total);
5. Material 5: Project Intellectual Property Certificate (optional).

4.4 Announcement of Selection Competition Results
The list of winners of the university-level competition will be publicized in the university-level competition QQ group. After the publicity without objection, certificates will be made and the results will be recorded in the Second Classroom.
The selection competition sets up first, second and third prizes, with the proportion of winning teams not exceeding 10%, 20% and 30% of the total number of participating teams respectively.
4.5 Issuance of National Competition Recommendation Letter
The university will consult the national competition participation opinions in the order of ranking, and recommend the top-ranked teams that have registered in the national competition system and are willing to participate in the national competition. For the teams recommended to participate in the national competition, a certification document sealed by the Academic Affairs Office will be provided for registration (Hefei Campus).
Any act of forging the recommendation letter to interfere with the national competition registration will result in the relevant instructors and team members being included in the university-level competition blacklist according to the circumstances.
Participating teams and instructors must ensure that they have sufficient funds and time to participate in the national competition.
